Landlord applied for MCI rent hikes based on the installation of a new boiler and new entrance doors in the outer and inner vestibules of its building. The DRA ruled for landlord, and tenants appealed. Tenants claimed that the new entrance doors actually reduced required services because now tenants couldn't see who was coming and going in the lobby through the doors. The DHCR ruled against tenants.

The DHCR ruled against tenants. The entrance doors included ''4-Custom Direct Set Fix True Divided Lite Window Units.'' Landlord was entitled to MCI increases for the new doors and the hardware used in connection with the installation.
