Missing Elevator Inspection Certificates

Tenants complained of a decrease in building-wide services. The DRA reduced tenants' rents because, among other things, the elevator inspection certificates were missing from the elevator cab. Landlord appealed. The DHCR ruled for landlord. The failure to post inspection stickers in an elevator doesn't affect the operation of the elevator and doesn't, by itself, constitute a failure to maintain services warranting a rent reduction.
