Certificate Showed Elevator in Working Order

Tenants complained of a reduction in services. They claimed that two passenger elevators weren't working properly. The DRA ruled against tenants. They appealed and lost. The DHCR's inspector found that the two elevators, as well as a third service elevator, were in proper working order. In addition, recent DOB inspection certificates posted in the elevators indicated that the elevators were working properly.
