Minor Water Temperature Fluctuation

Tenant applied for a rent reduction based on reduction in services. The DRA ruled for tenant. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed and lost. An inspection showed that the cold-water pressure was not low in the bathtub and that there were minor water temperature fluctuations in the shower and tub. The temperature ranged from 91.5 degrees to 92.7 degrees. So the DRA correctly found that landlord had restored services.
