Small Fluctuation in Water Temperature/Pressure

Tenant complained of a reduction in services. An inspection showed no decrease in services, so the DRA ruled against tenant. Tenant appealed, claiming that there were many problems in his bathroom. The DHCR ruled against tenant. An inspection showed only that there was a slight fluctuation in the bathroom sink water pressure and the water temperature. This was a minor condition that didn't warrant a rent reduction.
