Water Temperature Doesn't Fluctuate

Tenant complained of reduced services. He claimed that the hot and cold water faucets didn't mix properly and that the water temperature in his apartment fluctuated. The DRA ruled against tenant. Tenant appealed and lost. A DHCR inspector had measured the water temperature in tenant's apartment and found that it was proper, and that there was no fluctuation.
