Masonry Work Not Done Building-Wide

White Plains landlord applied for MCI rent hikes, based on window replacement and lintel and masonry repairs. The DRA granted landlord's application for the windows, but ruled that the lintel and masonry repairs didn't qualify because they weren't done building-wide. Landlord appealed, arguing that the repairs were a necessary prerequisite to the window replacement. Landlord loses. The masonry work wasn't done building-wide, so it can't qualify as an MCI.
