Chipped Tiles in Bathroom Shower

Tenant complained of a reduction in services, claiming that his bathtub was unusable because of broken tiles. The DRA ruled for tenant and reduced his rent. Landlord appealed. An inspection showed no defect in the bathtub or faucets. There were only several chipped tiles in the bathroom shower. The DHCR ruled for landlord. This was a minor cosmetic condition that didn't warrant a rent reduction.
