Lobby Air-Conditioning Unit Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements, including installation of an air-conditioning unit in the lobby. The DRA denied a rent hike for the air-conditioning unit. Landlord appealed and lost. The installation of a single air-conditioning unit in the lobby doesn't qualify as a building-wide air-conditioning installation. If landlord had installed an air-conditioning system in all public areas of the building, the installation may have qualified as an MCI.
