New Granite Tile Lobby Floor Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, granting an increase for a new entrance door, but disallowing any increase for a new lobby floor and some other items. Landlord appealed and lost. The new granite tile lobby floor was primarily cosmetic and nonstructural and didn't qualify as an MCI.
