Light Fixture Globes Not Required

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant in part, but denied any rent reduction based on tenant's complaint of missing globes to cover the bedroom and hall ceiling light fixtures. Tenant appealed and lost. There was no proof that landlord had provided the light fixture globes to tenant previously. So there was no reason to find a reduction in services.
