The DRA had found that April 1, 1980, was the base date for determining a rent overcharge. Landlord claimed that the correct base date was June 4, 1981. The DHCR ruled for landlord. The building was a rooming house and a Class B multiple dwelling with fewer than 30 units. These buildings didn't become subject to rent stabilization until an amendment to the law became effective on June 4, 1981.
