Tenant complained of reduced services based on a number of conditions in her apartment. Landlord sent workers to make repairs, and tenant signed off on work orders that the work was done satisfac-torily. When a DHCR inspector came, tenant complained that some repairs weren't made. An inspection showed that there were still problems with tenant's stove. The DRA reduced tenant's rent effective the first rent payment date after notice of tenant's complaint was sent to landlord. Landlord appealed. Landlord thought all repairs were complete because tenant had signed the work orders. Landlord got no notice of the remaining conditions until the DRA's order was issued. The DHCR moved the effective date of tenant's rent reduction to the first rent payment date of the month after the DRA's order was issued.
