Landlord Wasn't Allowed Access to Apartment During Inspection

Tenant complained of a reduction in services. The DRA ruled for tenant after an inspection and reduced his rent. Landlord appealed, claiming that he was entitled to notice of the DRA's inspection of the apartment and to have a representative present during the inspection. The DHCR ruled against landlord. The DRA gave landlord and tenant notice of the inspection, as required by Rent Stabilization Code Section 2523.4(d)(1). Tenant apparently wouldn't let landlord into the apartment at the time of the inspection. This didn't invalidate the inspection.
