Inspection Found 60% of Claimed Work Wasn't Done

Tenant complained of a rent overcharge. Landlord claimed that it did apartment improvements costing $10,700 before tenant moved in. Tenant claimed that the improvements weren't done. The DRA ruled for tenant based on an inspection. The DRA's inspector reported that much of the appliances, plaster, and Sheetrock weren't new. The total overcharge was $79,000, including triple damages. Landlord appealed and lost. The DHCR inspection clearly found that there was no proof of demolition and gut renovation as claimed by landlord.
