DOS issued a violation notice to landlord for placing trash out for collection before collection day. Landlord disputed the claim in the notice. The ALJ ruled against landlord and fined it $50. Landlord appealed. ECB ruled for landlord. Landlord proved that the trash receptacle wasn't placed at curbside until collection day.
