Landlord Didn't Place Box Out for Collection

DOS issued a violation notice to landlord for leaving loose rubbish out for collection. Landlord objected, but the ALJ ruled against her and fined her $50. Landlord appealed, claiming that all trash that she left out was securely tied and that she had found one box in the curb on collection day and placed it in front of her building for trash removal. The ECB ruled for landlord and revoked the fine.
