Landlord applied for MCI rent hikes based on the installation of a boiler/burner. The DRA ruled against landlord, and landlord appealed. The DHCR ruled against landlord. The DRA had twice requested submission of a final government approval for the boiler/burner installation from landlord. Landlord submitted a certificate of boiler inspection, but never submitted the final approval form.
