Landlord Didn't Submit Requested Documents

Landlord applied for MCI rent hikes, based on the installation of a new gas boiler. The DRA asked landlord to submit additional information to document the installation, but landlord didn't do so. The DRA sent landlord a second notice, but again got no answer. The DRA denied landlord's application, and landlord appealed. Landlord claimed it had submitted some of the documents late, but had requested an extension because she was told it might take a year to get one of the documents from a city agency. Landlord loses. She'd had enough time to submit the documents, but didn't do so.
