Landlord Didn't Submit Approval for Gas Boiler/Burner

Landlord applied for MCI rent hikes based on the installation of a boiler/burner and asbestos removal. The DRA ruled against landlord. Landlord appealed and lost. Landlord never submitted proof of governmental approval of the gas boiler/burner despite the DRA's request for this documentation. So landlord's MCI increase application was properly denied.
