Landlord Must Clean Gutter Area

The DOS issued landlord a violation notice for not cleaning 18 inches into the street. Landlord claimed that debris had blown onto his property from neighboring buildings. The ALJ fined landlord $50, and he appealed. Landlord argued that parked cars prevented his keeping the gutter area clean. The ECB upheld the fine. Landlord is responsible for cleaning 18 inches into the street, and must make reasonable efforts to clean around the parked cars.
