Landlord Must Clean Courtyard Area

DOS issued a violation notice to landlord for having a dirty sidewalk and courtyard area. Landlord objected, but the ALJ ruled against him and fined him $50. Landlord appealed, claiming that the courtyard wasn't a public area. ECB ruled against landlord. New York City regulations require landlords to keep courtyard areas, as well as sidewalks, clean and free of debris.
