Landlord Must Clean Debris from Neighboring Complex

Landlord claimed the garbage came from the adjacent housing complex and surrounding neighborhood. The ALJ ruled against landlord and fined her $50. Landlord appealed, again arguing that the garbage came from overflowing trash bins at the housing complex. ECB ruled against landlord. It was landlord's responsibility to keep the area around her building clean, no matter where the garbage came from.
