Landlord Not Responsible for Cleaning Debris from Catch Basin

DOS issued a violation notice to landlord for not cleaning 18 inches into the street. Landlord claimed that the debris was in a catch basin that it wasn't responsible for cleaning. The ALJ ruled against landlord and fined it $50. Landlord appealed and won. While landlord's duty to clean 18 inches into the street includes cleaning the curb line outside a catch basin, landlord isn't responsible for cleaning debris that accumulates in a catch basin.
