Landlord Didn't Prove Debris Was on Neighbor's Property

DOS issued a violation notice to landlord for not keeping an area next to his building clean. Landlord claimed that the debris belonged to landlord of the building next door. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. Landlord didn't prove that the debris was on the neighbor's property or that none of debris was on his property.
