Landlord Made Proper Repairs

Tenant complained of reduced services. The DRA ruled for tenant, finding that debris was falling into tenant's apartment through a fireplace. Landlord appealed. In response to tenant's complaint, landlord had capped the roof and packed the throat of the fireplace to prevent debris from entering the apartment. The DRA's inspector had moved a plastic bag that was stuffed in the chimney opening. This caused crumbling cement to fall down and was the grounds for the DRA's ruling. The DHCR ruled for landlord and revoked the rent reduction.
