Landlord Made Prompt Repairs

Tenant complained of reduced services, claiming that painting and repairs hadn't been done properly. A DHCR inspector found that the wall behind the bedroom radiator was defective. Based on this inspection, the DRA cut tenant's rent. Landlord appealed, arguing that it had made prompt repairs, and that the DRA had misread the inspector's report. The DHCR ruled for landlord. Landlord had made the repairs promptly. Also, tenant had stated that the repairs had been completed satisfactorily.
