Landlord Improperly Applied DSS Payments Made on Tenant's Behalf

Tenant complained of rent overcharge. Tenant claimed that landlord failed to credit her for two rent payments made on her behalf by DSS and still billed her for that rent. The DRA ruled for tenant. Landlord appealed and lost. Landlord, who had recently bought the building, claimed that the two DSS payments should be put toward prior rent owed. But this was contrary to the DRA’s order.
