Tenant Didn't Prove Rent Payments Made

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord had pointed out that tenant didn't pay any rent after March 1996. The overcharge finding was for rent paid through August 1996. Tenant never submitted any proof of later payments in response to landlord's claim. So the overcharge finding was modified to reflect tenant's nonpayment for the months in question.
