Landlord Fined for Welding Without a Permit

DOB issued a violation notice to landlord for failing to have a permit and certificate of fitness for using flammable substances during welding or cutting operations at the building. This violated Fire Department rules. The ALJ dismissed the violation as insufficient. DOB appealed and won. DOB's inspector observed landlord's employee or contractor welding or cutting at the building without a permit or certificate of fitness. The violation notice properly described the code section that was violated and the work observed. Landlord was fined $800.
