Landlord Fined for Performing Electrical Work Without a Permit

DOB issued three violation notices to landlord for performing electrical work without a permit. DOB's inspector testified that he observed new electrical wiring installed in several apartments that didn't comport with the owner's work applications. Landlord claimed that no new electrical wiring had been installed in the apartments and that that the only electrical work done was changing the outlets, receptacles, and switches. Landlord also claimed that no work was done until after permits were issued in January 2018.

Landlord claimed that no new electrical wiring had been installed in the apartments and that that the only electrical work done was changing the outlets, receptacles, and switches. Landlord also claimed that no work was done until after permits were issued in January 2018. The ALJ ruled against landlord, finding no proof that the conditions were preexisting, and fined landlord $5,600. Landlord appealed and lost. Landlord bought the building in 1974 but didn't present any proof that the electrical wiring that DOB's inspector saw had been installed previously.
