Landlord Didn't Prove Residents Left Unsecured Cardboard Outside

DOS issued a violation notice to landlord for leaving recyclable materials in front of its building. The inspector stated he found cardboard that wasn't properly tied, bound, and secured when placed out for collection. Landlord argued that residents from the rest of the block sometimes placed their rubbish in front of its building. The ALJ ruled against landlord and fined it $25. Landlord appealed and lost. ECB found that landlord submitted no proof that the unsecured cardboard was dumped in front of its building by others.
