Landlord Changed Lock on Community Room Door

Rent-stabilized tenants complained of a reduction in building-wide services after landlord changed the lock to the door of the building's community room and required tenants to gain access through the building super. Tenant committee members pointed out that previously they had keys to the community room, where they stored school supplies donated to children in the building. Landlord claimed that it changed the lock to secure the room. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord admitted that the community room was a required service and that it had changed the lock. Landlord's restriction on community room access was a reduction in services.
