Door Difficult to Lock

Tenant complained of a reduction in services based on problems with a door. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that dents in the door, the space under the door, and the hole in the door, which was cemented over, were minor conditions. Landlord also denied that the door was difficult to lock. The DHCR ruled against landlord. The inspector's finding that the door was difficult to lock referred to the main lock provided by landlord, and was a proper basis for a rent reduction. The rent reduction wasn't based on the other door conditions found.
