Building Entry Door Lock Was Defective

Rent-stabilized tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. DHCR inspection showed that the building door lock was defective because the inner handle was inoperative. The DHCR rejected landlord's argument that the inner door handle was a short handle that worked as well as a long handle. The DHCR noted that the defective entry door lock was a hazardous condition and landlord may be subject to additional penalties if it wasn't fixed.
