Landlord Can Restrict Delivery Times

Tenant complained of reduced services. Among other things, tenant claimed that landlord now restricted deliveries to certain times and days. The DRA ruled against tenant, and tenant appealed. The DHCR also ruled against tenant. Tenant didn't claim that the restrictions on delivery times and dates caused him any harm or that he wasn't able to get deliveries during the time frame provided by landlord. Tenant's complaint didn't even set forth specific days and hours of any restriction.
