Landlord Stopped Accepting Package Deliveries

Tenants complained of a reduction in building-wide services. They claimed that landlord discontinued the acceptance of mail packages for tenants. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that it notified tenants in July 2008 that, to accommodate them, it would accept mail packages only for tenants who authorized management to do so by signing a written authorization and liability release form.

Landlord appealed and lost. Landlord claimed that it notified tenants in July 2008 that, to accommodate them, it would accept mail packages only for tenants who authorized management to do so by signing a written authorization and liability release form. Landlord also said that, in response to tenants' complaint, it directed its security guards in August 2008 to resume accepting packages for all tenants, whether or not they had signed the authorization form. But landlord didn't tell the DRA this until nine months later and provided no proof that it notified tenants of this restoration of service.
