Change in Method of Mail Delivery

Tenant complained of a reduction in building-wide services. The DRA ruled against tenant, and tenant appealed, complaining, among other things, that landlord changed its method of delivering mail in the building. Landlord used to deliver mail to tenants' apartment doors. Now mail was left in mailboxes in the lobby. Landlord stated that it would continue to deliver the mail to the apartments of tenants who were elderly or disabled. No tenants complained that they were elderly or disabled and that they didn't get their mail.
