Landlord Can Eliminate Switchboard Service

Landlord asked the DHCR for permission to modify required services. The DRA ruled for landlord and said that landlord could eliminate telephone switchboard service and require tenants to make local calls directly. Landlord appealed, seeking clarification of the order. Landlord asked the DHCR to modify the order so that it clearly stated that tenants must have their own private telephone service to make telephone calls. The DHCR ruled against landlord. The DRA's order permits elimination of the use of switchboard operators for outside calls. But the DHCR can't require tenants to have their own private phone service.
