Inspection Conducted Too Early

Tenant complained of reduced services, and the DHCR mailed landlord a copy of the complaint on June 30. A DHCR inspector confirmed the defects on July 14, and the DRA ordered a rent cut. Landlord appealed, arguing that the inspector came too soon because the notice gave it 20 days to correct the defects. Landlord wins. The inspection was conducted too soon. And the DRA had ignored landlord's answer to the complaint.
