Landlord applied for MCI rent hikes based on the installation of a new waste compactor. The DRA ruled for landlord. Tenants appealed, claiming that the prior compactor's useful life hadn't expired and that commercial tenants also used the compactor, but this wasn't accounted for in calculating tenants' rent increases. The DHCR ruled against tenants. There was no proof to support either of tenants' claims.
