Hallway Renovation Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements, including hallway renovation. The DRA disallowed any increase for the hallway renovation, and landlord appealed. The DHCR denied landlord's PAR. To qualify for a rent increase, restoration work must be performed in conjunction with, and be directly related to, a qualifying MCI. Landlord argued that the plastering and painting of hallways was necessary because of building rewiring. The DHCR found that the hallway renovation didn't qualify as related cosmetic work because all the apartments had also been rewired.
