Final Notice Listed Incorrect Address

Tenant complained of a rent overcharge. Landlord didn't respond to the DRA's final notice of pending default. The DRA found an overcharge based on landlord's failure to submit a full rent history. Landlord appealed, claiming that the DRA didn't give proper notice of tenant's complaint. Landlord also submitted a full rent history with its PAR. The DHCR revoked the DRA's ruling. Landlord showed that there was no rent overcharge. The DRA's cover letter to landlord with tenant's complaint and the final notice each contained an incorrect address for the apartment in question. Since the notice to landlord was defective, the DHCR accepted the rent history landlord submitted on appeal.
