Elevator Working on Date of Inspection

Tenant complained of a reduction in services. She claimed that the building elevator wasn't working. The DRA ruled against tenant after an inspection showed that the elevator was working. Tenant appealed, claiming that the elevator hadn't been working for a year before the inspection. The DHCR ruled against tenant. Landlord disputed that the elevator wasn't working, and it was working on the date of inspection. There were no DOB violations on record for the elevator, and tenant didn't file her complaint until nine months after she claimed that the elevator went out of service.
