Domestic Partner Can't File Service Complaint

Rent-stabilized tenant's domestic partner filed a complaint of reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed, arguing that tenant's domestic partner didn't have standing to file the complaint. The DHCR ruled for landlord. Only tenant can file a complaint with the DHCR. The DRA's order was revoked.
