Nontenant Can't File Service Complaint

Apartment occupant complained of a reduction in services. The DRA dismissed the complaint because occupant wasn't legal tenant of the apartment. Occupant appealed and lost. He claimed that he had pass-on rights to the apartment. But landlord showed that a court had ruled against occupant on the issue of succession rights. Also, he had been evicted since he filed his PAR.
