DHCR Sent Inspection Notice to Wrong Address

Tenant complained of a reduction in services. The DRA dismissed the complaint after tenant failed to provide access for an inspection. Tenant appealed, claiming that she never got notice of any inspection. The DHCR reopened the case. The DHCR had mailed the notice of inspection to an attorney who represented the tenants’ association instead of to tenant directly. Nothing in the file indicated that tenant wanted notices sent to this attorney instead of to her. So the DRA must take the case back and reschedule the inspection.
