DHCR Froze Rent Based on Defective Registration

Tenant complained of a rent overcharge. The DRA ruled for tenant and froze tenant's rent. Landlord appealed, and the DHCR denied landlord's PAR. The DHCR froze the rent because landlord hadn't filed a proper 1984 rent registration statement. Landlord's registration didn't include a rent amount for tenant's apartment. In response to tenant's complaint, landlord submitted copies of the registration form with different rent amounts. These conflicting copies didn't correct the initial form. Since no proper 1984 registration was filed, the DRA correctly froze tenant's rent.
