DRA Incorrectly Froze Rent

Tenant complained of a rent overcharge. The DRA found that landlord didn't file an annual rent registration in 1986. So, the DRA froze tenant's rent as of April 1, 1986, and calculated a rent overcharge. Landlord appealed and again submitted a sworn statement from its managing agent, who'd hand-delivered the 1986 registration to the DHCR in 1986. The DHCR searched its records and found actual copies of the registration in its Albany office. The records for tenant's building had been filed with those of an adjoining building that landlord also owned. There was no overcharge.
