Defective Light in Tenant-Installed Refrigerator

Tenant complained of reduced services, claiming that his refrigerator hadn't worked for several weeks, and that landlord had refused to replace it. Landlord argued that the old refrigerator was beyond repair, but that he'd never refused to replace it. A DHCR inspector found that the refrigerator functioned adequately, but the light in it didn't work. The DRA cut the rent based on the defective light, and landlord appealed. The DHCR revoked the rent cut. The refrigerator inspected, which tenant had bought, wasn't the same one he'd originally complained about. And landlord had reimbursed tenant for the cost of the new refrigerator.
